The executive action underscores the importance of basing federal policy on biological reality, stating, “These sexes are not changeable and are grounded in fundamental and incontrovertible reality.” It mandates all federal agencies to enforce policies recognizing only two sexes, male and female, and to rescind measures that promote unscientific gender ideology.

The order highlights concerns over policies that allow men to self-identify as women, granting them access to single-sex spaces, including shelters and bathrooms, and participation in women’s sports.
