Newly leaked documents reveal a secret blueprint approved by Supreme Leader Ayatollah Ali Khamenei in Iran that ordered the violent suppression of nationwide protests through lethal force, surveillance, and internet shutdowns. The materials outline how Iran’s security apparatus prepared to crush dissent well before mass demonstrations erupted.
The documents, reviewed by Fox News Digital, were developed by Iran’s Supreme National Security Council following the 2019 protests tied to fuel price hikes and economic collapse. At a Tuesday briefing hosted by the National Council of Resistance of Iran, deputy director Alireza Jafarzadeh said the files “were obtained from within the regime” and accessed by the People’s Mojahedin Organization of Iran.
“These documents show the regime’s efforts to prevent the resurgence of the uprising and, if it occurred, to suppress it,” Jafarzadeh said. He added there were “clear operational plans allocated to the IRGC to use lethal force to kill as many people as needed to stay in power.”
One “top secret” directive dated March 3, 2021, established four escalating security phases. Initial unrest placed authority with Iran’s national police, backed by the Islamic Revolutionary Guard Corps and intelligence services. In an “armed security situation,” full control shifted to the IRGC. “For now, this compilation should be communicated for two years,” Khamenei wrote, ordering nationwide implementation.
The blueprint became the operational framework for protests in January 2026, sparked by inflation, currency collapse, and anger at clerical rule. According to the Human Rights Activists News Agency, at least 6,854 people were killed, with 11,280 cases under investigation.
A second classified document from 2024 detailed mass surveillance in Tehran, labeling opposition members and families of executed dissidents as top-level targets. Internet shutdowns were mandated during armed operations. Jafarzadeh said the crackdown failed to silence opposition, noting growing resistance among Iran’s youth.
