President Donald Trump submitted a proposal to the United Nations, proposing an international enforcement team for Gaza.
Axios obtained a draft resolution of the plan. A U.S. official told the outlet that the International Security Force (ISF) will be an “enforcement force and not a peacekeeping force.”
The report explained that the ISF will provide security in Gaza during its transition period. The ISF would “stabilize the security environment in Gaza by ensuring the process of demilitarizing the Gaza Strip, including the destruction and prevention of rebuilding of military, terror, and offensive infrastructure, as well as the permanent decommissioning of weapons from non-state armed groups,” the draft states.
It further considers the Board of Peace as “a transitional governance administration” to engage in funding efforts for Gaza’s reconstruction until the Palestinian Authority “has satisfactorily completed its reform program.” The Board of Peace will be “supervising and supporting of a Palestinian technocratic, apolitical committee of competent Palestinians from the Strip,” the draft says, “which shall be responsible for day-to-day operations of Gaza’s civil service and administration.”
Upon proposing the Board of Peace in September, President Trump said the board will be “responsible for recruiting and training a new government that will be made up of Palestinians along with highly qualified experts from all around the world.”
According to a peace plan released by the White House, the Board of Peace will “set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program…and can securely and effectively take back control of Gaza.”
