New Bill Proposes Homeland Security Division Within Texas DPS to Strengthen Statewide Security

Texas State Senator Tan Parker, R-Flower Mound, has introduced Senate Bill 780 to establish a dedicated Homeland Security division within the Texas Department of Public Safety (DPS). The division aims to enhance Texas’ ability to address homeland security threats through a coordinated, multi-agency approach.

“The legislation underscores our unwavering commitment to ensuring the safety and security of every Texan,” Parker stated. “By creating a dedicated Homeland Security Division, we are enhancing Texas’ ability to respond to evolving threats and ensuring a unified, strategic approach to safeguarding our state.”

The new division would formalize leadership for border security efforts, which are currently managed jointly by the Texas Military Department and DPS under Governor Greg Abbott’s Operation Lone Star (OLS). Border Czar Mike Banks, appointed by Abbott in January 2023, has played a key role in implementing new strategies, resulting in a 51% reduction in federal apprehensions in Texas, according to federal data.

Beyond border security, the division will prioritize the protection of critical infrastructure, such as energy, communications, and transportation systems, which have been increasingly targeted by cyberattacks from foreign adversaries. Recent incidents, including cyberattacks on Texas water systems linked to Russian, Iranian, and Chinese actors, underscore the urgent need for enhanced security measures.

Governor Abbott has already taken steps to address threats by issuing executive orders targeting hostile foreign influence. These orders direct state agencies to safeguard infrastructure, intellectual property, and personal data.

Under SB 780, the Homeland Security division would develop strategic plans, conduct risk assessments, and lead disaster preparedness exercises. It would also oversee programs like Operation Drawbridge, which uses surveillance technology to monitor the Texas-Mexico border and detect unauthorized border crossings.

“Texas faces significant challenges, from border security to critical infrastructure threats,” Parker noted. “This bill equips Texas with the tools to protect our people and ensure resilience against the challenges of tomorrow.”

Border security remains a pressing issue for Texas voters, with many advocating for increased state funding and action. The proposed division seeks to address these concerns, offering a more unified and proactive approach to protecting the state and its residents.
