Rally Held at Indiana Statehouse Protesting Medicaid Cuts

Dozens of Hoosiers from nearly 30 counties gathered at the Indiana Statehouse on Tuesday to protest proposed federal Medicaid cuts and Senate Bill 2, which they argue could strip at least 150,000 Hoosiers from the state’s Healthy Indiana Plan (HIP).

Advocates, including Medicaid recipient Ashley Caveda, voiced concerns over the bill’s impact on vulnerable populations. Caveda, who has relied on Medicaid since a childhood car accident left her paralyzed, emphasized the necessity of the program. “It’s literally saved my life,” she said. “It’s not a handout; it’s helping people who are in need.”

Currently, Medicaid eligibility is reviewed annually, but SB 2 would require checks every three months. Opponents fear this change will lead to wrongful terminations and increased bureaucratic hurdles. “We’re going to see people getting kicked off,” said Tracey Hutchings-Goetz of Hoosier Action.

Physicians and healthcare professionals also weighed in on the financial impact. “It costs the state more money when people are sicker and using the hospital as a primary care clinic,” said Dr. Allison Case with HealthNet.

HIP member Susan Brackney shared her own experience, recalling how a computer error nearly removed her from the program. “If they want redetermination to happen quarterly or even monthly, they better get the process just about perfect first,” she said.

Opponents argue that SB 2 would not only cause coverage loss but also increase administrative costs. Rallygoers submitted 700 personal stories to the governor’s office, urging him to oppose the bill. “We have come together to ensure the voice of the voiceless is heard,” said Pastor Ivan Douglas Hicks of First Baptist Church North of Indianapolis.

The bill, which has been amended in the House, now heads back to the Senate for further debate. “There are legal issues with SB 2,” said State Sen. Fady Qaddoura (D-Indianapolis).

“We’re heading into the fourth quarter,” Lt. Gov. Micah Beckwith (R-Indiana) said. “That’s when the rubber’s really going to start meeting the road; there’s going to be a lot of language that changes…I’m really confident that the legislature and the Governor’s office are going to work together to make it the best possible outcome for all Hoosiers.”

The House Ways and Means Committee is expected to amend and vote on SB 2 on Wednesday.
