Recent revelations have surfaced regarding Planned Parenthood’s discussions with the University of California, San Diego (UCSD) concerning the donation of fetal tissue for medical research. Emails obtained through a public records request indicate that Planned Parenthood engaged in negotiations with UCSD, treating fetal tissue as a commodity.
A 2018 research plan submitted to and approved by UCSD’s Institutional Review Board requested 2,500 fetuses, ranging from 4 to 23 weeks gestational age, for experimentation. While selling fetal tissue is illegal, donating it is permitted; however, the contract allowed Planned Parenthood to retain intellectual property rights related to the tissue.
The plan states, “We will collect tissues from fetuses ranging from 4 to 23 weeks gestational age from subjects undergoing elective surgical pregnancy termination at Planned Parenthood in San Diego.”
These documents were shared by pro-life activist David Daleiden, who alleges that late-term abortions from healthy fetuses are used in experiments. Daleiden also accuses Planned Parenthood of racism, noting discrepancies between English and Spanish consent forms regarding the disclosure of potential commercial value. Planned Parenthood denies any illegal conduct, asserting adherence to ethical standards with full patient consent. Daleiden faces legal charges for his undercover videos but continues to expose alleged unlawful practices.
In March 2024, Senator Marco Rubio called for a federal investigation into Planned Parenthood based on these findings. He highlighted that the contract between UCSD and Planned Parenthood was made for “valuable consideration,” a term that raises legal concerns. Rubio emphasized that both organizations receive substantial taxpayer funding, warranting transparency and accountability.
Planned Parenthood has previously stated that it does not sell fetal tissue and that any donations are made with full, appropriate consent from patients under the highest ethical and legal standards. The organization has faced multiple investigations, none of which have concluded that it violated any laws.
