Milwaukee Judge Indicted for Aiding Illegal Alien Fugitive

Milwaukee Circuit Judge Hannah Dugan faces up to six years in federal prison after being indicted by a grand jury for allegedly helping an illegal alien evade arrest by U.S. Immigration and Customs Enforcement (ICE). The charges stem from an April 18, 2025, incident in which Dugan is accused of knowingly obstructing a federal agency and concealing the whereabouts of Eduardo Flores-Ruiz, an illegal migrant with a violent criminal record.

The two-page indictment details two felony charges against Dugan: knowingly concealing Flores-Ruiz to prevent his arrest and corruptly obstructing a federal proceeding. If convicted, she faces a maximum sentence of six years behind bars and a $350,000 fine. Dugan is scheduled to enter a plea on May 15.

According to federal authorities, Flores-Ruiz has a history of violent offenses, including charges of strangulation, suffocation, battery, and domestic abuse. Department of Homeland Security officials labeled him a threat to public safety. Despite this, Dugan allegedly committed “affirmative acts” to help him avoid arrest, knowing a federal warrant was in place.

FBI Director Kash Patel confirmed Dugan’s arrest and emphasized the seriousness of obstructing immigration enforcement. DHS Assistant Secretary Tricia McLaughlin also condemned Dugan’s alleged interference, highlighting the risk posed by criminals like Flores-Ruiz.

The case has drawn national attention, especially as Judge Dugan has added high-profile legal representation, including former U.S. Solicitor General Paul Clement, to her defense team.

The indictment underscores the Trump administration’s commitment to enforcing immigration law and ensuring that even those in powerful positions are held accountable when obstructing federal operations.
