The U.S. House of Representatives passed a resolution declaring Iran to be the “largest state sponsor of terrorism.” In a 372-53 vote, lawmakers reaffirmed the label on Iran. Only Democrats voted against the resolution.
According to the resolution, Iran “remains the world’s largest state sponsor of terrorism and provides substantial financial and military support to groups including Hezbollah, Hamas, and the Houthis” and “poses a direct and persistent threat to the United States and is responsible for the deaths of hundreds of American citizens.”
It goes on to condemn the Iranian regime’s “refusal to abandon its nuclear program and related missile and conventional weapons activities,” which “resulted in the reimposition of six United Nations Security Council Resolutions targeting the Iranian regime in September 2025.”
Rep. Brian Mast (R-FL), who sponsored the resolution, said following the vote, “The House just voted overwhelmingly to support President Trump’s Article II authority in Operation Epic Fury and call Iran exactly what it is: the world’s largest state sponsor of terrorism.” He stated that the regime “posed an imminent threat against every American both at home and abroad for the last 47 years.”
Rep. Adam Smith, a Democrat from Washington, voted in support of the resolution. “I agree with the principal assertion of this resolution that Iran is a bad actor,” he said. “Iran’s malign and destabilizing actions in the region and treatment of its own citizens should be denounced. I have never contested this. What I do contest is that going to war is the reasonable response to this assertion. I support this resolution. I do not support the president’s war of choice with Iran.”
