Representative Morgan Luttrell (R-TX) has introduced the Criminal Illegal Alien Report Act, legislation requiring the Department of Homeland Security (DHS) to report to Congress on crimes committed by illegal aliens paroled into the United States. The bill focuses on individuals admitted under programs such as the Processes for Cubans, Haitians, Nicaraguans, and Venezuelans, mandating detailed accounts of offenses, including any affiliations with terrorist or transnational criminal organizations.
Luttrell emphasized the necessity of the bill, stating, “If we’re serious about securing our country, we need to know exactly what we’re up against.” He advocates for comprehensive data to collaborate effectively with the Trump administration in enhancing national security and preventing threats to American communities.
He went on to add, “The bill I introduced will give Congress the hard facts we need to work with the Trump administration to strengthen security and make sure those who threaten our communities are stopped in their tracks. Protecting Americans should be the top priority.”
The Processes for Cubans, Haitians, Nicaraguans, and Venezuelans program has allowed over 530,000 individuals from these countries to enter the U.S. under parole. This influx has raised concerns about the potential for increased criminal activity among paroled individuals.

Notably, President Donald Trump signed the Laken Riley Act into law, mandating the detention of unauthorized immigrants accused of serious crimes and permitting states to sue the federal government over immigration-related decisions. This act was named after Laken Riley, a 22-year-old student murdered by an unauthorized immigrant in Texas, highlighting the potential consequences of inadequate immigration enforcement.
Additionally, recent data indicates a significant increase in Immigration and Customs Enforcement (ICE) arrests under the Trump administration, with a reported 627% rise. This surge reflects the administration’s commitment to addressing illegal immigration and associated criminal activities.
