Chinese Hackers Responsible for Stealing at Least $20M in COVID Relief

Chinese-government-affiliated hackers are believed to be responsible for stealing at least $20 million Covid relief funds. The Secret Service believes APT41 to be the group responsible. The funds stem from Small Business Administration loans and unemployment insurance funds from more than a dozen states.

“I’ve never seen them target government money before,” John Hultquist, head of intelligence analysis at cybersecurity firm Mandiant, said of the Chinese government. “That would be an escalation.” 

It’s not clear if APT41 stole Americans hard-earned tax-dollars at the Chinese government’s direction, but a senior Justice Department official said the attack is nonetheless “dangerous.”
