The Chinese Communist Party is using America’s green energy movement to undermine U.S. energy independence, according to a new investigation by State Armor. The report reveals that Energy Foundation China is funneling funds into U.S. green energy projects with the goal of shifting supply chains to Beijing—raising serious concerns about national security.
Michael Lucci, CEO of State Armor, told lawmakers this week that the foundation operates as a front for advancing China’s strategic goals. Testifying before the Senate Judiciary Subcommittee, Lucci said the foundation’s actions are “a perfect case study” of how China executes influence campaigns in the U.S. using American money to reshape domestic policy. The hearing, titled “Enter the Dragon – China and the Left’s Lawfare Against American Energy Dominance,” highlighted these covert strategies.
The report warns that Chinese-made components entering the U.S. power grid include undisclosed “back doors,” effectively creating a security vulnerability. Lucci described the technology as “red,” not green, due to its CCP control and potential use as “kill switches” within the grid. These components, such as solar inverters and energy storage systems, have reportedly been found with rogue communication devices, as detailed in a Reuters article.
Lucci said China is leveraging internal political divides to slip these technologies into the country under the banner of environmental reform. He urged lawmakers to recognize that energy security is national security, pointing out that while China relies on imported coal and poor natural resources, the U.S. possesses the capacity for full energy independence—if policy allows.
He added that Chinese technologies should be categorically barred from U.S. infrastructure. “It’s very foolish of us to just make ourselves dependent on their technologies that we don’t need,” he said.
Lucci called for immediate action at both state and federal levels, including investigating Energy Foundation China for potentially operating as an unregistered foreign agent and prosecuting any deceptive practices related to backdoor-laden equipment.
