Biden Administration Gender Ideology Grants Total Over $128 Million

The Biden administration allocated more than $128 million in federal taxpayer funds to at least 341 grants promoting gender ideology, according to an analysis by the American Principles Project (APP). The report, Funding Insanity: Federal Spending on Gender Ideology under Biden-Harris, reveals how taxpayer money was funneled into what APP calls the “Gender Industrial Complex.”

APP identified these grants through the USA Spending database, which categorizes federal agency expenditures. The U.S. Health and Human Services Department awarded the largest amount—nearly $84 million—across 60 grants. Meanwhile, the State Department issued the most grants, approving 209 totaling over $14 million.

Other federal agencies funding gender ideology initiatives included:

  • USAID: $18 million (8 grants)
  • National Endowment for the Humanities: $2.6 million (20 grants)
  • Department of Justice: $1.9 million (3 grants)
  • Institute of Museum and Library Services: $1.87 million (13 grants)
  • Department of Education: $1.67 million (2 grants)
  • Department of Agriculture: $1.6 million (5 grants)
  • Department of the Interior: $1 million (2 grants)
  • Department of Housing and Urban Development: $548,000 (4 grants)
  • Inter-American Foundation: $490,000 (2 grants)
  • National Endowment for the Arts: $262,000 (13 grants)

APP also identified 63 federal contracts totaling over $46 million for gender-related projects, with USAID alone distributing $31 million. The Department of Defense followed with $4.4 million in contracts.

Notable grants included:

  • $3.9 million to an LGBTQ advocacy group in Uganda
  • $3.5 million to Outright International for global LGBTQ promotion
  • $2.4 million to the International Rescue Committee for gender identity inclusion in humanitarian aid
  • $1.9 million to the American Bar Association to protect LGBTQ individuals in the Western Balkans
  • $1.49 million to an advocacy group in Jamaica to strengthen LGBT rights

One controversial grant, $600,000 from the Department of Agriculture, was awarded to a Louisiana university to study menstruation and menopause, including in biological men. The grant was later canceled by the Trump administration.

These expenditures were authorized through congressional budget approvals and continuing resolutions, highlighting the broad allocation of taxpayer money under the Biden administration.
