The Trump administration on Thursday sanctioned four international nonprofits accused of funneling donor money to Hamas’s military wing, the Treasury Department announced, calling the groups “sham charities” that disguised terrorist financing as humanitarian aid. The Office of Foreign Assets Control (OFAC) designated three Turkey-based organizations: Ghazi Destek Dernegi (GDD), Hayat Yolu, and Palestinian White Hands. A fourth group, Komite Nasional Untuk Rakyat Palestina (KNRP), operates out of Indonesia.
All four are accused of channeling donations to the Izz al-Din al-Qassam Brigades, Hamas’s armed wing, which has carried out suicide bombings and mass casualty attacks against Israeli civilians for decades.
Treasury Secretary Scott Bessent put it plainly. “Hamas continues to finance its military wing by exploiting sham charities to support terrorist operations,” Bessent said in a statement. “The Treasury Department will not allow Hamas to misuse the charitable sector for its violent aims.”
The evidence didn’t come from open sources. Internal Hamas documents seized by authorities reportedly show that GDD worked alongside previously sanctioned entities to fund construction projects benefiting the group. Palestinian White Hands was found to be embedded inside the Hamas military security apparatus, not operating alongside it. In Indonesia, KNRP was accused of coordinating directly with Hamas leadership to distribute materials intended for fighters, not civilians.
Hayat Yolu drew an additional designation: Treasury identified it as an operational and financial hub for the Muslim Brotherhood as well.
Thursday’s action builds on prior enforcement rounds. OFAC ran similar sweeps on January 21, 2026 and June 10, 2025, both targeting Hamas’s financial networks. Officials said the group repeatedly exploits international sympathy for Palestinian civilians to redirect donated funds toward sustaining the conflict.
The sanctions were executed under Executive Order 13224, which targets individuals and entities that support terrorism. Hamas itself has been designated a Foreign Terrorist Organization by the U.S. government since 2001.
