Rep. Mark Green Introduces Bill to Curb Chinese Tech Influence

U.S. Representative Mark Green (R-TN) has introduced legislation aimed at restricting Chinese companies that he says act as extensions of the Chinese Communist Party (CCP).

The China Technology Transfer Control Act seeks to limit the export of sensitive U.S. technology to Chinese firms, including those behind apps like TikTok, RedNote, and DeepSeek, which Green argues present a serious national security risk.

“These companies’ algorithms suppress criticism of the CCP while spreading anti-American propaganda,” Green stated. “Worse yet, they collect vast amounts of metadata—tracking keystrokes, contact lists, and locations—giving our adversaries unprecedented insight into Americans’ personal information.”

Green specifically highlighted DeepSeek’s recent advancements in artificial intelligence, allegedly built using technology from OpenAI. “This should be a major wake-up call,” he said. “China has exploited U.S. innovation to develop a powerful AI model that can be used to further oppress its people and undermine the United States. This cannot continue.”

While the bill does not explicitly ban specific companies, it would impose strict controls on exports of sensitive technology used in industries such as semiconductors, artificial intelligence, quantum computing, robotics, biotechnology, lithium batteries, medical equipment, and aerospace.

It calls for the Secretary of State and Secretary of Commerce to assess and report on technologies that should be restricted, as well as to recommend sanctions on Chinese technology imports. Additionally, the bill grants the President the authority to waive certain sanctions or take further action based on the findings.

Green’s legislation underscores growing concerns over China’s technological ambitions and their implications for U.S. security and economic interests. If passed, the bill would represent another major step in tightening restrictions on China’s access to American innovation.
