1999: Chinese Colonels Propose Military Strategy Involving Man-made ‘Biological and Chemical Weapons’

In 1999, two Chinese People’s Liberation Army (PLA) colonels proposed the use of bioweapons as a military strategy to defeat technologically superior opponents like the U.S.

Unrestricted Warfare: Two Air Force Senior Colonels on Scenarios for War and the Operational Art in an Era of Globalization is a military strategy book written by Chinese colonels Qiao Liang and Wang Xiangsui in 1999.

The book explores modern warfare tactics weaker nations might employ to defeat a geopolitical super-power like the United States. An English version was published by Pan American Publishing Co. with the subheading “China’s Master Plan to Destroy America.” You can read it here (also here):

On page 40, Liang and Xiangsu state that the use of “biological” weaponry, although a new technology, represents an effective military strategy:

“IT CANNOT BE DENIED THAT MAN-MADE EARTHQUAKES, TSUNAMIS, WEATHER DISASTERS, OR SUBSONIC WAVE AND NEW BIOLOGICAL AND CHEMICAL WEAPONS ALL CONSTITUTE NEW CONCEPT WEAPONS, AND THAT THEY HAVE TREMENDOUS DIFFERENCES WITH WHAT WE NORMALLY SPEAK OF AS WEAPONS, BUT THEY ARE STILL ALL WEAPONS WHOSE IMMEDIATE GOAL IS TO KILL AND DESTROY, AND WHICH ARE STILL RELATED TO MILITARY AFFAIRS, SOLDIERS, AND MUNITIONS.”

Such weapons have the advantage of—after “having being altered”—manifesting a lethality that is “magnified several times over,” according to Liang and Xiangsu.

Then in 2015, a document was written by Chinese scientists and Chinese public health officials that discussed the weaponization of SARS coronavirus, reports News.com.au.

The document—titled The Unnatural Origin of SARS and New Species of Man-Made Viruses as Genetic Bioweapons—predicted that World War Three would be fought with biological weapons.

Released five years before the COVID-19 pandemic began, the paper describes specifically SARS coronaviruses as a “new era of genetic weapons” that can be “artificially manipulated into an emerging human disease virus, then weaponised [sic] and unleashed in a way never seen before.”

These decades-spanning murmurings of biological warfare and weaponry out of China are alarming granted the global health and economic impact wrought by COVID, as well as the U.S. Air Force’s current maneuvering of its warplanes across the western Pacific.
