White House Releases National Resilience Plan

The White House released “President Trump’s America First Resilience Strategy” this week, detailing the nation’s plan to maintain its strength against its adversaries while also protecting its interests.

“This strategy articulates four key transformational tenants applied across four core resilience domains to establish a risk-informed posture driven by tech-infused modernization and a return to federalism,” the White House said. “It empowers American citizens, American industry, state and local governments, and the Federal Government to each do their part to preserve our nation’s security, prosperity, and freedom. President Trump is leading America First resilience that will promote America’s interests for decades to come.”

In a letter accompanying the resilience strategy, President Trump wrote that his administration is “returning power back to the American People.”

“Together, we will build a more self-reliant, more capable, and more confident United States that is ready to lead and win once again,” the letter adds. “This is America First resilience for America’s Golden Age.”

The strategy details how the nation will be resilient within its national security, economy, health and safety, and infrastructure. It also urges U.S. industry to be revitalized. “National resilience requires the skill and ingenuity of the American industrial sector. American industry promotes national prosperity by driving innovation, investment, and operational excellence,” the strategy notes. “Industry must intentionally engineer resilience as the standard, not the exception.”

The strategy described resilience as a “multiplier and true enabler of peace through strength” that also serves as a “strategic capability that advances freedom of action for the President, promotes deterrence, reduces consequences, and denies any adversaries or hazards the ability to hold America or our core interests at risk.”

Last year, the White House released a new national security strategy centered on the “America First” platform, focusing on curbing illegal immigration and U.S. dominance.
