The Department of War has officially begun compensating personnel who have been affected by anomalous health incidents (AHI).
The Pentagon shared that the Anomalous Health Incidents (AHI) Cross-Functional Team (CFT) has been renamed as the Directed Energy Bio-Effects (DEBE) CFT as it facilitates various processes.
“The Department is fully meeting Congressional intent regarding non-kinetic threats by applying a more dedicated warfighter and medical focus to this mission and expanding collaboration with interagency partners to coordinate vital research efforts,” the Pentagon explained. “The Department is prioritizing the care of affected personnel and has disbursed nearly $3 million in compensation, representing the first HAVANA Act payments made under any presidential administration.”
According to a 2024 report by the Government Accountability Office, the media “originally called these phenomena Havana Syndrome, as they were the first to garner public attention. Such events have affected U.S. government employees, military servicemembers, and their families in countries around the world, and are now referred to as anomalous health incidents (AHI) by the U.S. government.”
Before leaving her position as Director of National Intelligence, Tulsi Gabbard pulled AHI assessments, saying they did not meet analytic standards. The memo detailing the retraction says the reports featured “selective exclusion of intelligence” and omitted “information necessary to understand source quality and reliability.”
Rep. Rick Crawford (R-AR) said at the time on X that the retraction is a win for the “AHI victim community, analytic integrity, and for the American people.”
“These flawed, fraudulent, and manufactured Intelligence Community Assessments (ICA) have caused significant harm to some of our nation’s bravest. ICAs carry a great deal of weight, particularly when declassified as part of a public messaging effort, as was done with the AHI ICA,” he said, in part. “The assessment was deliberately manufactured and used to discredit some of our nation’s bravest and impede their access to medical care.”
