The House of Representatives passed the Protection of Women and Girls in Sports Act of 2025.
216 Republicans and 2 Democrats voted in support of the bill, while 206 Democrats voted against it. One Democrat voted “present.”
HR 28 is designed to “amend the Education Amendments of 1972 to provide that for purposes of determining compliance with title IX of such Act in athletics, sex shall be recognized based solely on a person’s reproductive biology and genetics at birth.”
According to the bill, it is a violation for a “recipient of Federal financial assistance who operates, sponsors, or facilitates an athletic program or activity to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls.”
“Nothing in this subsection shall be construed to prohibit a recipient from permitting males to train or practice with an athletic program or activity that is designated for women or girls so long as no female is deprived of a roster spot on a team or sport, opportunity to participate in a practice or competition, scholarship, admission to an educational institution, or any other benefit that accompanies participating in the athletic program or activity,” the bill’s adds.
The bill’s sponsor, Rep. Greg Steube (R-FL), said an “overwhelming majority of Americans believe that men don’t belong in women’s sports, and that we must allow common sense to prevail. My bill will deliver upon the mandate the American people gave Congress to restore the integrity of women’s sports, just as Title IX intended.”
“I encourage my colleagues on both sides of the aisle to stand for women’s free and fair opportunities in athletics and to stand for truth, not lies,” he added.
