A violent cell from the Gulf Cartel has been spreading terror in central Tamaulipas, Mexico, despite a strong presence of military and police forces. The group, part of the Escorpiones faction, has been engaged in widespread kidnappings, brutal killings, and the sexual assault of innocent women. Mexican authorities have failed to take decisive action against the group, allowing its reign of terror to continue unchecked.
Led by Jose Leoncio “El Apa” or “El Leo” Hernandez Vizcaya and his brothers Jesus Adrian, Gumaro, and Daniel Hernandez Vizcaya, the criminal cell has been expanding its operations. Their activities include extorting local farmers, cattlemen, and business owners while also waging violent turf wars throughout Tamaulipas. The group also includes two Guatemalan immigrants, Cesar Potbu and Erick Colay, who initially entered Mexico to reach the U.S. but instead joined the cartel as chief gunmen.
One of the most shocking incidents linked to this cell occurred in December during a Christmas celebration in Padilla. The cartel members attempted to abduct and assault women at the event, beating one woman in public when she refused them. Although police were present, they did not intervene. Two city employees who tried to stop the attack were kidnapped and later murdered.
Days before this incident, the group killed a local taxi driver and kidnapped two employees from an internet company. The cell, previously based in Padilla, has also terrorized the surrounding areas of San Carlos, El Barretal, and Nicolas Bravo.
Following the Christmas party murders, the Escorpiones faction relocated the group to Soto La Marina. Despite their violent record, they continue to operate freely, facing no resistance from the Tamaulipas State Guard, Mexico’s National Guard, or military forces. The lack of government action has allowed the cartel to maintain its stronghold over the region, leaving residents in fear.
