Montgomery County police have arrested Eduardo Valdivia, a 40-year-old FBI supervisory special agent from Gaithersburg, Maryland, on multiple charges, including two counts of second-degree sexual offense, four counts of fourth-degree sexual contact, and four counts of second-degree assault. Valdivia is currently held without bond.
Authorities revealed during a press conference that the allegations involve Valdivia contacting women via an Instagram account named “DC Fine Line Tattoos.” Beginning in February 2024, Valdivia allegedly offered free tattoos to victims in exchange for modeling the artwork, then used these interactions to arrange further meetings under the pretense of professional modeling opportunities.
One victim reported meeting Valdivia, who introduced himself as “Lalo Brown,” at a tattoo studio in Gaithersburg, Maryland. After completing her tattoo, Valdivia offered assistance with modeling work, initiating contact through email with details for a test photoshoot. During a subsequent meeting at the studio, the victim was presented with a modeling contract. It was during this photoshoot that the victim reported being sexually assaulted. Following the incident, the victim was reportedly coerced and threatened with legal repercussions.
Police are actively investigating Valdivia’s conduct and have identified two victims thus far. Authorities are seeking additional information and potential victims who may have been targeted through similar means.
Montgomery County police emphasized their commitment to reducing community victimization and urged anyone with relevant information to come forward. The investigation is ongoing, and Valdivia’s bond review is expected to take place soon.
