The Department of Homeland Security (DHS) has launched an investigation into California over the state’s assistance program for immigrants.
“The Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) Los Angeles Field Office issued a Title 8 subpoena to the State of California’s Cash Assistance Program for Immigrants (CAPI),” DHS announced. The program specifically provides benefits to illegal immigrants who are unable to receive Social Security benefits due to their immigration status.
According to the California Department of Social Services, CAPI is a “100 percent state-funded program designed to provide monthly cash benefits to aged, blind, and disabled non-citizens who are ineligible for Supplemental Security Income/State Supplementary Payment (SSI/SSP) solely due to their immigration status.”
“Radical left politicians in California prioritize illegal aliens over our own citizens, including by giving illegal aliens access to cash benefits. The Trump Administration is working together to identify abuse and exploitation of public benefits and make sure those in this country illegally are not receiving federal benefits or other financial incentives to stay illegally,” DHS Secretary Kristi Noem said in a statement. “If you are an illegal immigrant, you should leave now. The gravy train is over. While this subpoena focuses only on Los Angeles County – it is just the beginning.”
DHS’s announcement noted that millions of illegal immigrants obtained a Social Security Number in fiscal year 2024.
The investigation follows President Trump’s April memorandum on preventing illegal immigrants from obtaining Social Security benefits. Under the memorandum, the DHS Secretary is to “take all reasonable measures, consistent with applicable law, to ensure ineligible aliens are not receiving funds from Social Security Act programs.”
