Secretary of State Marco Rubio released a report on communism’s sweeping effects across Cuba that have infiltrated the United States.
“Since its founding in 1959, the raison d’être of the regime in Havana has been the violent export of communism abroad,” the report states. “But its true target – above any other momentary enemy – has always been the United States.”
“While Soviet communism was frequently driven by more practical great power concerns – the preservation of the Soviet empire and the defense of its material interests around the globe – its Cuban successor was built around a near-singular obsession with the ‘liberation’ of the Global South from its Western colonial oppressors,” it adds. “In the minds of the Cubans, there was only one path to this goal: the destruction of the Yankee imperialist regime.”
The report emphasizes that Cuba has “infiltrated the highest reaches of the U.S. government, recruited and cultivated generations of American activists, backed an unprecedented wave of left-wing terrorism on American soil, and carried out one of the most durable and damaging foreign intelligence penetrations in American history.” The highlight of “left-wing terrorism” aligns with the State Department’s recent condemnation of “far-left anti-government terrorism,” which said “now accounts for more attacks and plots in the United States than any other ideological category.”
Drawing attention to specific cases of Cuban intelligence gathering on U.S. soil, the report detailed the “Cuban Five” from the 1990s, the Cuban spy ring “Wasp Network,” as well as instances where Americans were recruited by Cuba, such as State Department intelligence analyst Walter Kendall Myers and former U.S. Ambassador to Bolivia Victor Manuel Rocha, to spy on behalf of the Cuban government.
The report concludes by declaring that Cuba’s “assault” on the United States was never over “economic policy or sovereignty or even ownership of a particular territory,” but was a “revolution against Western civilization itself.”
Earlier this year, anti-communist groups in Cuba signed the Agreement for the Liberation of Cuba. The document, also called “The Freedom Accord,” lays out a roadmap to transition away from communism. “The transition plan envisions the liberation, stabilization, reconstruction, and democratization of the country and the dismantling of the criminal enterprise that is the Communist Party of Cuba (PCC), as well as the dismantling of all its repressive mechanisms and organizations,” reads a translation of the document.
