A new national survey shows that most American voters strongly oppose taxpayer funding for organizations such as Planned Parenthood that perform abortions and offer gender transition treatments to minors. The poll, conducted by CRC Research for the Life Leadership Conference, found 64 percent of registered voters disapprove of public funds going to groups that provide puberty blockers, hormone therapy, and related services to minors.
Of those surveyed, 51 percent said they “strongly oppose” such funding. Opposition is especially high among Republicans (76 percent) and independents (71 percent). Democrats were evenly split, with 44 percent supporting and 44 percent opposing taxpayer funding for such services. Both men and women oppose taxpayer funding by a margin of over 60 percent.
These findings come amid renewed scrutiny of Planned Parenthood, following a Live Action investigation that accuses the group of offering hormone treatments to 16-year-olds with little parental involvement. The organization is already the second-largest provider of sex-change drugs in the country, in addition to being the nation’s largest abortion provider.
The polling coincides with efforts in Congress to end Medicaid funding for Planned Parenthood via the “Big, Beautiful Bill.” This budget reconciliation package would prevent abortion providers from receiving taxpayer dollars, bypassing the Senate’s 60-vote requirement through a simple majority vote process. Similar efforts passed both chambers of Congress in 2015 and 2017.
David Bereit, Executive Director of the Life Leadership Conference, emphasized that Americans are unified on this issue: “Taxpayer funding should uplift American families, not Planned Parenthood—an organization actively undermining parents and harming children.”
When respondents were informed that Planned Parenthood provides sex-change drugs to minors, 60 percent said they opposed continued taxpayer funding for the group, while only 32 percent supported it. Among Republicans, opposition rose to 79 percent, and among independents, 61 percent. Just over half of Democrats (51 percent) still supported funding.
The survey also addressed taxpayer funding for organizations that perform abortions on minors without parental consent. Citing another Live Action report, the Life Leadership Conference pointed to Planned Parenthood’s alleged willingness to help a 13-year-old obtain an out-of-state abortion without informing her parents. In response, 67 percent of voters said they opposed funding such organizations, including 52 percent who strongly opposed.
Among Republicans, 79 percent opposed this funding; among independents, 69 percent. A slim majority of Democrats (53 percent) also opposed funding in such cases, though 53 percent of self-described liberals supported it. Opposition spanned gender lines, with 68 percent of men and 66 percent of women rejecting taxpayer support.
Meanwhile, Planned Parenthood’s own 2023–2024 annual report shows a record-high 402,230 abortions and $792.2 million in taxpayer funding—nearly $100 million more than the previous year.
The CRC Research poll surveyed 1,600 registered voters nationwide from June 3–8, with a margin of error of ±2.45 percentage points.
