U.N.’s ‘Our Common Agenda’ Allows Unprecedented Power Be Given to Global Body in Event of ‘Complex Global Shocks’

  • Such topics are part of the U.N.’s plan for an “emergency platform” rooted in so-called “equity and solidarity.”
  • The “emergency platform” was first introduced in detail in a March 2023 paper entitled “Strengthening the International Response to Complex Global Shocks — An Emergency Platform.”
  • Within the paper, the U.N. Secretary-General writes, “I propose that the General Assembly provide the Secretary-General and the United Nations system with a standing authority to convene and operationalize automatically an Emergency Platform in the event of a future complex global shock of sufficient scale, severity and reach.”
  • Events that constitute a “complex global shock” include “large-scale climatic or environmental events,” “future pandemics,” a “biological agent,” events in “outer space,” and other “disruptive” or “unforeseen” risks.
  • While an Emergency Platform is meant to be “convened for a finite period,” the Secretary-General would have the power to “extend” the period if believed to be necessary.
OBJECTIVES OF THE EMERGENCY PLATFORM:
  • Six objectives of the Emergency Platform are listed in the March 2023 report.
  • The first objective of the platform is to provide “high-level political leadership” by leveraging the “unique legitimacy and convening power of the United Nations in a timely and predictable way,” facilitate discussions between key figures in a crisis, and formulate an “effective response” to combat the supposed crisis.
  • The platform is also to maintain the goals behind the globalist 2030 Agenda by calling for equity.
  • In the event of an emergency, the U.N. would be able to call upon “stakeholders” from “international financial institutions, regional bodies and relevant private sector, civil society, academic and non-governmental actors.”
  • An Emergency Platform will also aim for an “international political consensus on the way forward” and “ensure that all participating actors make commitments that can contribute meaningfully to the response and that they are held to account for delivery on those commitments.”
BACKGROUND:
  • The United States previously expressed support for “Our Common Agenda.”
  • Ambassador Chris Lu said at the 2022 U.N. General Assembly Thematic Consultations that the U.S. looks forward to “partnering with the Secretariat, Member States, and other key stakeholders on “Our Common Agenda.'”
  • Lu continued in his statement, “While the U.S. might not be able to get behind every single initiative, we will continue engaging seriously on the underlying challenges addressed by these initiatives, and we pledge to do all we can to ensure that the U.N. and the values it represents will endure over time.”
