Medicaid was not built for able-bodied adults in their 30s and 40s who are simply not working. It was built for people who genuinely cannot take care of themselves; the elderly in nursing homes, children from low-income families, pregnant women, the severely disabled. That was the program. Then Obamacare blew the doors open. The Affordable Care Act created a brand new eligibility category: working-age, able-bodied adults earning up to 138 percent of the federal poverty level.
